Who permits a build in Tempe?

Last verified: September 2, 2026. The City of Tempe is the permitting authority inside Tempe city limits. The U.S. Census identifies Tempe as an incorporated city, and Maricopa County’s city-boundary data independently identifies the same authority.

A Tempe mailing address is not proof that the parcel is inside Tempe. Confirm the parcel boundary before design or pricing.

Tempe’s 2020 decennial population was 180,587. Arizona law uses the most recent United States decennial census when a statute refers to population.

Four county islands inside the city outline

Tempe is one continuous municipal body covering about 39.97 square miles of land, but its outline encloses four pieces of unincorporated Maricopa County totaling about 120 acres. The largest is roughly 61 acres.

At a control point inside the largest island, the Census returned no incorporated place, Maricopa County identified unincorporated county, and the county zoning layer returned county zoning. A nearby point outside the island returned Tempe on both boundary sources and no county zoning. That three-source control is why parcel-level confirmation matters.

If the parcel is in a county island, Maricopa County issues the permit and county zoning applies, not Tempe’s municipal process.
