What Arizona's housing laws do here

Arizona's ADU law does not apply in Paradise Valley. The 2020 census population was 12,658, below the 75,000 threshold in A.R.S. § 9-461.18, so the statute does not bind the town.

A.R.S. § 9-462.13, the middle-housing law, uses the same 75,000 threshold, so it does not bind the Town either. Neither state housing law reaches Paradise Valley. Arizona measures population by the most recent decennial census, under A.R.S. § 1-215(31).

That does not mean ADUs are barred here. It means the state has not required the Town to allow them, so whatever the Town's own zoning says is the whole answer. Nobody on this project has read it, so what the Town allows is not verified.

The Town's municipal planning area and any military-airport overlay were not measured in this pass.

The Town has 5,661 single-family parcels. The middle one was finished in 1988, has 5,097 square feet, and sits on 1.026 acres. Eighty-eight percent have a pool.

The Town is one 15.41-square-mile piece with one enclosed county island of about 21 acres. If your parcel is in that island, Maricopa County permits it.

Housing figures are counted from the Maricopa County Assessor parcel file on September 2, 2026, restricted to single-family parcels and scoped by taxing jurisdiction rather than by mailing address.
